Linda Franklin, Clark County assessor, announced today that she will be a candidate for re-election to the post to which she was first elected in 2002. Franklin, a Democrat, previously served as chief deputy assessor for 24 years. Franklin, formerly a computer systems analyst and Clark College instructor, helped develop Clark County’s award-winning computerized mapping system. One of the main reasons Franklin is running for re-election, according to her, is that the county is in a critical period in developing a joint Assessor’s office, Treasurer’s office computer system. A member of the Clark County League of Women Voters, Franklin has served as chair of the board of that organization. She is also a former chair of the board of the Columbia River Mental Health board. Franklin is a member of the state Association of County Assessors and the International Association of Assessing Officers. Franklin graduated from Washington State University and earned a masters degree in business administration from the University of Oregon. JD White Company
Francine Raften, former television and radio host, has been named a senior public involvement project manager at the JD White Company. Raften will manage, plan, and implement the natural resources planning and public involvement/facilitation company’s public involvement process. Raften most recently was a citizen involvement specialist for Clackamas County, where she provided liaison for 40 community planning organizations and 55 advisory boards and commissions. Raften is certified in public participation through the International Association of Public Participation. Normandeau Associates Normandeau Associates Inc., a Bedford, N.H., employee-owned company specializing in national resource management and public involvement and community outreach, has opened an office at 504 Washington Street. The company also has offices in Wenatchee and Stevenson. Kent Snyder has been named natural resources manager. He will also oversee the Stevenson and Wenatchee offices. Karen Cioccia has been named public involvement manager. Cioccia, who has 20 years’ community outreach experience in the Vancouver and Portland area, was most recently with the JD White Company. Project The Columbia River Crossing Project, charged with identifying the best way to improve the I-5 Columbia River crossing between Vancouver and Hayden Island, will be meeting from 4 to 6:30 p.m. Wednesday, May 17, and is expected to further reduce the number of ideas being discussed for changing the Interstate Bridge corridor into a high-capacity, possibly multi-modal crossing. Last month the task force eliminated from consideration bridges or corridors outside of I-5. It recommended advancing an arterial bridge combined with improvements to I-5. The 39-member task force is financed by the states of Washington and Oregon. Wednesday’s meeting will be in the Washington State Department of Transportation’s southwest regional office at 11018 NE 51st Circle. The public is encouraged to attend and will be given an opportunity to comment.
