Mark McCauley to head county
General Services Department

Mark McCauley has been appointed director of the Clark County General Services Department, succeeding Doug Johnston, who is retiring. McCauley will assume his new position Thursday, March 16.

McCauley, who is currently Administrative Services Manager in the county’s Public Works Department, has been with the county since January 2001. He served in the U.S. Army for 20 years, is a graduate of Washington State University, earned a masters degree in business administration from Syracuse University, and is a certified public accountant.

“Mark’s skills make him an excellent fit for leading the General Services Department,” says Bill Barron, Clark County administrator. “His experience in budget and financial management, his interest in the creative use of technology, and his leadership on the personnel front will serve the county well in this position.”

Johnston has been with the county for more than 30 years and will facilitate McCauley’s transition to his new role.

“The General Services Department has been in Doug’s very capable hands for more than two decades,” Barron says. “Part of his legacy is the county’s successful construction of new facilities to serve the public, including the Public Service Center, Fairgrounds Exhibition Center, and Center for Community Health. All of these facilities were finished on time and under budget, with an emphasis on protecting the environment.”

During Johnston’s tenure the county also developed a highly professional purchasing system.

The director of the General Services Department is responsible for the county’s Facilities, Records, and Risk Management divisions, as well as the reprographics, mail, and telecommunications functions.

Soporific government presentation
lulls huge crowd into nonaggression

Hundreds of people, maybe even a thousand, separated mainly by points of view over three issues, gambling, Indian rights and competition, last night filled completely the auditorium at Prairie High School and spilled into a second hall.

Whatever degree of contentions steam advocates brought with them petered out during a 50-minute presentation by the U.S. Department of Interior, during which presenters tried to explain the hardly understandable process by which a recognized Indian tribe can acquire land, in this case 230 acres between Ridgefield and La Center, and be granted permission to build and operate a half-billion-dollar casino and resort.

What the Department of Interior presenters did, either deliberately or accidentally, took the tension out of the auditorium.

By the time audience members were called to offer statements and ask questions, other members, by twos, threes and fours, had begun leaving.

Many had signed up to speak, but few actually spoke.

To be sure, there were partisan cheers and jeers and a little foot stomping, but, overall, the thinning crowd was respectful.

The pro-casino folks appeared to outnumber the anti-casino folks

A federal decision is at least 18 months away, James Cason, associate deputy secretary for the department, indicated. Cason is the man who will make the decision, he said.

A meeting with the same cast of federal officials is at 7 p.m. this evening in the Fort Vancouver High School auditorium, 5700 E 18th Street.

The correct number to call the county Treasurer’s office automated telephone line is 397-6054, treasurer Doug Lasher reminded the Daily Insider yesterday. Property owners who do not receive their first-half 2006 tax statement by the end of February are to use that number to notify the Treasurer’s office. Taxpayers who pay their property taxes with their mortgage payments need not call.
